It is a revenue stamp, illegally used as a postage stamp. You will need a revenue stamp catalog for identification

I do not think it is a 'listable' tax stamp - probably an advertising sticker.

No, it is not a revenue stamp, nor illegally used.

Without being on a full cover, absent/deficient in postage, one must assume it was a ride-along seal with the postage adjacent. Nothing more should be read into it. A postmark on a seal/label like this means very little.

You can find postmarks on almost anything, really.

Lots of people stuck all kinds of things on their envelopes over the years, maybe trying to mail something for free, or maybe just having some fun.

But, yes, once the stamp/label has been soaked off the envelope, any potential "value" disappears.
