I'm not a collector of Belgium or Germany, but Belgium happens to be in Scott Volume 1, same as Australia This overprint is Belgium Scott N14 - doesn't have exact date of issue in this catalogue, just 1916 - 1918. It's a German occupation stamp during WWI.
