It is a Belgian Railway stamp. "Spoorwegen" is Dutch and Belgian ( Flemish ) for "Railways

This is a Belgium railway parcel post stamp. This is not my field, and I may be corrected on this, but I believe it is Scott # Q182, issued in 1934. As of my 2017 edition, the catalog value for used is the minimum catalog value of $0.25.

Since you're in the US, it might be worth checking your local library, or the main branch of the library in the largest city near you, and see if they have Scott catalogs available to check out. (A surprising number of them do, although it's certainly not all.) Typically, the most recent edition of the catalogs remains in the Reference section, but usually the older editions get moved to the circulating shelves where they can be checked out.

In the US, Scott is still the widely accepted general reference source, and most collectors and virtually all dealers here refer to stamps by that number. I appreciate that Stampworld is convenient (and free), and I sometimes use it when I need to see an illustration for a stamp in a set for which Scott does not show all the items, but it's not the best "go-to" reference (in my opinion, at least).

Also, any volume of the Scott catalog has an excellent introduction and explanation that runs about 30 pages, and is a great primer about stamp collecting!

Yes, it is understood by the Steiner aficionados,
The page begins at 1924, this keeps our pages in correct hierarchy.
When multiple years appear on a page, we give the earliest date.

I searched both Belgium and Netherlands in StampWorld without success.

@rod222: I noticed one of the stamps ("2.40") on your Belgium sheet "Steiner sheet 70" was a similar issue to the stamp ("5.00") that I have just added to this post. I was wondering if you have this denomination in your collection.

Philatarium,
Mr. Steiner breaks his *.pdf's into date ranges,
hence Parcel Post and Railway could have Page 71 in 1934 and Page 71 in 1941

Being organised in Philately is a challenge.

@ Eng9fire and @ stAgedew, these stamps are listed on www.stampwold.com . If you get to the country page click on the drop down menu on the right hand side where it says "postage stamps". A menu will open up with all of the Back of the Book stuff listed. Just click on the category you want and voila!

Beautiful Belgium Railway / Parcel Post stamps! I collect cancels on these, one station per page, one of each of the different types/denominations with that cancel on the page. Yes, I am crazy...but it's fun. I believe the circular cancels are postal uses (vs. Railway offices) and there are octagonal ones which are telegraph office uses. Plenty of variety, easy one the budget!

I still have a shoebox full (on Piece)
One of those (when I retire) intentions.

I also have a Perfin (MB) not sure how unusual that is..... only one I have seen in 1000's.

Wish list : to see a Catalogue of known station pmks.
