If I make out the writing correctly, it appears to be addressed to someone name Herbert, of the firm Messrs Berlandinia and Herbert. Presumably a firm of lawyers as Commissioner Street is/was part of the Johannesburg Central Business District.
Neither Berlandinia or Herbert are Boer/Afrikaans names so I don't think that is the connection. Instead I think it likely refers to the stamps themselves. For a celebration such as a coronation they are rather mundane - a philatelic insult. As a result the writer wishes the recipient well, hopefully being alive for the next coronation where more appropriate stamps would be issued.
