It sounds as if you need a copy of U.S. Domestic Postal Rates: 1872-1999 by Henry Ward Beecher and Anthony S. Wanrukiewicz and/or U.S. International Postal Rates, 1872-1996 by Anthony S. Wawrukiewicz and Henry W. Beecher. Unfortunately, both are out of print and difficult to find. Living in France, it may be possible for you to find copies in one of the philatelic society libraries in the country.
Another option, in case you can not find a copy would be to contact the APRL, the research library of the American Philatelic Society. They can make copies of just about anything you'd want. The APS website is www.stamps.org and the librarian is Scott Tiffney
