No, US #219-220 were not printed with aniline inks.
Actually, few stamps were printed in aniline ink; but enough stamps to warrant some concern. Most of these stamps are older British Commonwealth stamps.
Scott usually does a good job of notating usage of aniline inks (sometimes also referred to as fugitive colors in other catalogs).
Aniline ink may or may not increase the value of the stamp. Some stamps were ONLY printed in aniline inks. Some stamps in both normal and aniline inks. Which one is more valuable really depends on the particular stamp. I have not really noticed any consistent trend that would allow me to say one is always or normally more valuable than the other.
