Canda Customs Duty - Different Size Borders.

Did not realize "customs duty" stamps were printed in 2 different size outer borders..One size is 31.5 mm and another 32.5 mm...These are wet and dry prints.

FD1 - Got both sizes
FD2 - Got both sizes
FD3 - Got one size
FD4 - Got both sizes

Below is the "customs duty" stamps and the next picture shows the size differences.

Is it just the borders that are different size, or are the sizes/distances of interior elements the same, i.e., could this be due to paper shrinkage/expansion rather than deliberate design differences?

revenuecollector correct..It is do to wet dry printing, but we know they are different sizes.
