I came across this "CINCINNATI OHIO" Overprint Stamp , It looks like flat plate 12x10 Scott #424a. I am pretty sure I might be wrong. Any opinions on this one please.

The overprint is called a precancel.

Yes, that looks like another precancel - Erie, PA. I don't know about the catalog numbers, but check your watermarks too. Someone else might help with.

As for more info on precancels - check this site, https://www.precancels.com/

Thank you for the info, greatly appreciate it.
I am an IT manager by profession and stamp collection is just my hobby. Not sure about finding the watermark etc.
What will be your best suggestion for a certification or any of that sort. Is it worth it for this stamp?

Kenmore stamp company has a youtube video on how to find the stamp's watermarks -

As for certification, I wouldn't do it unless you are very certain you have a real rarity after receiving critical input from other experienced collectors/dealers.

First stamp is a SC 498, second is SC 405... no need to watermark.

Hi, John... your Ohio precancel is a Scott $498 perf 11 (11x11)

If you haven't already, I would strongly suggest obtaining a good
perforation gauge, and a copy of Scott US Specialized Catalog,
both of which can be obtained inexpensively on ebay.

As an additional note... if you're on Facebook, I can recommend two
excellent precancel groups which you can join with very knowledgeable people.
