Should Be Red Or Green But This One Is Blue

I am hoping someone can help me in identifying this cut square. Catalog says Red or Green. This one is Blue

With fading or bleaching (sunlight, uv light, chemicals) yellow is among the first colors to go. So, what was green degrades to blue.

some facsimiles of these were made in Europe, in blue

I agree with the direction chasa is going.

This appears to be "Forgery Type 2" as described in "United States Commemorative Stamped Envelopes, 1876-1965" by Ellis and Maisel, with the flat bottoms to the 7's in 1776 at the top. So the blue color of your forgery is not altered.
