Yes, it should. If you look at the stamp, the blue is shifted as well - it is really the black plate that is off a bit.

This stamp has many colour shifts..Probably poor quality control.

Any value to this? I can see that Armstrong's sell a lot of oddities like this.

These type of color shifts have no added value, and probably hurt the sales potential. If the shifts were MUCH more significant, you may get a few pennies more. And welcome to the community.
