This 1904 Gabon stamp, Sc # 28 from the Navigation & Commerce issue, appears to have been handstamped "ULTRAMAR" in blue, and then that marking partially obscured. What is the likely story here? How would a stamp marked "Ultramar" have been used?
ULTRAMAR was overprinted on mint foreign stamps sent as reference to the Portuguese P.O.. So these are specimens falling into that category as same-country reference items. That blue/deep ultramarine is typical for this overprint.
Used doesn't make sense except perhaps this was used to fake a cover; the cancel appears quite blank and weakly struck at best.
