The Philippines Stamps - Overprint Or Cancelation?

These two stamps seem to have cancelation of "O.B." by hand.
I saw at stampworld that O.B. was used for official stamps, but couldn't find these stamps.
Were they a local initiative of a post office?
Are they stamps for official usage?

Both. The "overprint" is done with a hand stamp. These stamps are noted in the Scott catalog and they are local "overpinrts"

Official Business overprint

These were handstamped (as Peter wrote) but also at times press-printed and typewriter printed.
