In this case, the printing on the stamp is the cancellation. The stamp was put on the paper for the front page, which was then printed, providing proof that the tax was paid.

The swirly bit in the very middle of the stamp is usually the ruler's name/initials, fashioned into a logo (for lack of a better word).

If memory serves, these often incorporate the year-of-ascension or year-of-the-reign but, right about now, the ice is getting thin ...

When orienting (not a pun) the stamp or coin, know that the logos I've seen are usually bottom heavy.

The center figure is known as a tughra or calligraphic monogram

This shows how the words in the tughra are formed but also in this case an amazingly detailed background made up of tiny painted flowers.
