Modern Precancels And Precancels On Commemoratives

Browsing through ebay, I'm noticing some unlikely precancels. The precancel itself appears to be valid on these stamps, but not used on the issue it appears. For example, there is this one:

Someone who is up-to-date on the precancel regulations, please let me know what is going on with this type of precancel use.

I'm no novice when it comes to precancels, and I fully understand the concept of favor precancels. I was under the impression, though, that precancels - as valid items in the postal system - have gone the way of airmail stamps, postage dues and the dodo bird.

Am I mistaken?

This 2013 stamp was released after the 2007 'destruction order' of precancel devices. So the precancel maker has an 'in' with the postal workers there. He has make hundreds from this town. No harm is done until 2 idiots bid crazy high on ebay. But they are probably both over 21 and who cares. (some in the precancel community do care)
