with blue around the edges.

Opinion:
Basically looks OK to me, the blue spot look like nib ink, dropped on during its life.
However, the stamp itself is curious, maybe the scan impression, but the design looks different in some of the finer details, numerals etc.
You'll need an expert.

I was focussing on the serifs of the numerals, and shading.
