I collect bullseye cancels on stamps and mount them by geographical location. Regarding this cancel, Google Maps does not locate Coletam as a place name in Brazil. Google Translate equates Coletam with "collect." So, is Coletam, perhaps, a postal term of some kind, or what does it refer to?

So, the cancel does refer to a pick-up or collection from a drop box of some kind in the Federal District (Rio de Janeiro)
