Are These Precancels Or Regular Cancels?

I have a bunch of stamps with cancellations like this. Mostly the 1931 presidentials. Are these precancels?

I think it is a precancel. There is a website which may be of interest to you if you have questions on precancels:

not precancels, they are parts of a box handstamp

Yep, Box Cancel used mostly on parcels but found on other mail. Another case of postal history lost when the stamps were soaked especially if these stamps are from a cover.

I am certain that some people collect these. Is there a market... not very big I think if any.

No expert on US stamps, but I also feel that if they are collectable then it would be more desirable on piece.
