This looks to me like a cancel but ink color closely matches color of the stamp. Any opinions. All input appreciated.

It is a cancel. Usually they are black though.

I've heard red cancels on early US Stamps are considered rare when compared to black or blue cancels. Wasn't sure if the same thing applied to stamps from this region. I almost didn't give this stamp a second look considering it is so off center and the perfs are beat to hell. My interest was drawn to the possibility it was a used sample. These seem to be harder to come by.
