Would These Be Considered German Revenue Stamps Of 1943 1944?

Tried to Google the German Text and got mixed results. Google translation results suggest these stamps documented a form of compensation payment. I'm not too confident in Google translation. Has anyone come across these types of stamps before?

Thank you. Google returned Beobachter as Observer. My guess is the name of the Newspaper contained the word Observer. Will research further.

Did additional research. Found a Wikipedia page on the publication: https://de.wikipedia.org/wiki/Westd...r_Beobachter

Sent an e-mail inquiry to the Holocaust Museum in NYC offering to donate these items. If they are interested in them I will mail them to the Museum.
