I'm fairly confident that this stamp is a Scott #26:
Perf 15 1/5 at the bottom
Frame line appears to be continuous top to bottom

However, only perf'd on the bottom (could be trimmed). And the left side perplexes me, end to the sheet or a machine cut? And where are the perfs?

Yes, it is a trimmed 26. Trimmed perfs are visable along the left. Likely trimmed along the top too.

"DC says it is position 81R9E."

My translation: it "is" position 81R9E.

I'm still a little perplexed about the left side. Right side I can see he trimmed perfs, but the left....? Any ideas?

Sure, the centerline is showing just to the left of the stamp. Left of that is the right frameline of a 10L column stamp. So the centerline in this case was not perforated and was separated cleanly.
