Hi richar babcock,

I have a question: Is there a specific section(s) In the publication, "U.S. War Revenue Act of 1917" pertaining to domestic and international mails? Are there any specific references to Postal Bulletins (PB######) within the Sections??

At the very least, there should be a section on the parcel post tax.

"I was able to trace my revenue stamp from the day it was shipped to were it was sold and when it was used, who sold it and who used it".

I would like to see proof of this.

Section two Cancellation of stamps,Section 3 Postal Rates Letters and postcards,Section 22 C.O.D. shipments, Section 36 Stamp tax in connections with Transportation. In section 33 the high penalty of One thousand dollars, What an increase from the first penalty of Fifty dollars.

What does the 1865 document have to do with any of this? What does Lincoln have to do with any of this?
