Present Administration is trying to cut costs yet increase efficiency in 2019. From multiple volumes of operation manuals they have been able to get to a minimum.

A Christmas gift from my daughter as she knew I would be interested in the upcoming changes

Well I am certainly NOT among the informed about the USPS. But from what I can gather they are NOT free to manage the postal service in a professional, business-like and money making way. Because it is allegedly a "monopoly." But they are no more a monopoly than is the US armed services. It's a government function. Botton line - I feel for those rain, sleet and hail guys. I think they are doing their best in a world that does not support them.
