If I recall properly from my past with classic-ASP and SnitzForums administration, the admin-section has got a single field (number of responses) after which topic is automatically declared hot. Default value is 45 (or 50) responses, but it really can be anything the forum owners set. I think that for SCF the baseline figure is somewhere around 30 replies...

There are number of ways to add "customization" to formula. For example some topics, forums etc can be set to have different rules etc. So like Don put it, it gets complicated when you move beyond the general baseline.
