Inverted And Double Cancel Not In Pss Database

Hello

I have a question about the PSS database, issues 1908-1922. I have a couple of examples where the inverted and/or double cancel is not registered in the database. Most of the time inverted issues and doubles is registered but sometimes not. The picture enclosed is one example, Fresno CA 13c where the inverted or double issues is not in the database. Does someone now why?

handstamp precancels like these are not listed for abnormal orientations...
these typically have no premium value,
many collectors would prefer the 'normal' orientations.
they only list them for printed precancels (200-series) and some L-types.
