Can anyone identify this issue of embossed revenue stamped paper issue. The photos aren't the best as its hard to bring up the image.
I can make out one shilling and looks like America at the top. It doesn't match any of the listings in Scott. Value ?

This is from Great Britain, not for America. The black printed mark is a paper cost mark.
