Not sure what this wrapper lists as. I am not knowledgeable on glazed and un glazed paper. Brown or manilla. I am pretty sure this is Die 1.

Thanks Bill! I was not sure what the differences were between manilla and brown. Also what is the difference in W427b and 428A? they both are listed in scotts 2017: die 1 on brown unglazed paper, same water mark.
