Top horizontal line is Beat the enemy. Then anticlockwise, fight till the end, ban enemy's goods, protect our leader.
It's the script is Chinese. At first I thought it was Hitler in the middle, but then I took a closer look, not sure who they were talking about but my guess (based on the expected era of this stamp) is that it was Gen. Yan Xishan, who was in power from 3 June 1949 – 7 March 1950.
