US #96 1868 10-Cent Washington Stamp With Teardrop Plate Flaw?

Good day, everyone.

Can anyone tell me if the teardrop shaped ink spot at the top of this US #96 stamp is a plate flaw, or just an ink drop?

You might try a PM to billw. His father attempted, or at least considered plating and reconstructing the 10c 1861.

Yes, I'd say definitely a plate flaw. Such flaws caused by a dropped tool, and normally take the shape of a tear drop. Similar flaws (earring flaw, quad flaw, etc.) are found on the 1859-1861 issues (1-cent and 3-cent stamps).
