Scott #2457 Is This A First Day Cover With This Odd Cancel?

So is there a premium for this pictorial cancel? I can't find another FDC for sale with this cancel.

It is not really an "odd" cancel and yes it is a first day of issue date. The Post Office sets up first day of issue ceremonies at different places around the country, including major stamp shows. In this case, the Post Office set up the ceremony at NOJEX - the North Jersey Federated Stamp Clubs Exhibition which in 1991 was held in Secaucus, New Jersey. Stamp dealers typically take advantage of such events to make up first day covers using the stamps issued along with the show cancel instead of the standard Washington D.C. first day of issue cancel which is what you have here. That day there were two stamps issued - the truck one (which your cover has on it) and a canoe one. Unfortunately the stamp dealer who manufactured your example did not bother to make up a nice cachet and the recipient roughly opened it along the bottom.

Thanks Kimo! I searched the net and all had the regular first day issue cancel. I couldn't tell what the postmark said.

While seemingly sent by a dealer, was this also a non-philatelic use as it was sent to the Board of Elections? (I guess this assumes it was sent for business reasons, not to a stamp collecting crony who worked in the BoE mailroom.)

The symbol in the cancel is the leaping stag, either commemorating the Israel post office or the Society of Israel Philatelists.

I googled the sender name and I don't think he was a dealer. Just APS member. So making this a first day cover business use. Now we know why a FDC was opened. I'm going to list it and see what offers I get.
