Defective-Punched-Cut off or soaked off-and stuck again.
A pretty low end stamp but I wish there was more of the cover that this #64 is on. It looks like it had a rough go of life. First mis perf see upper left, next punch canceled and used then removed some perfs cut off on lower left and reused you can see the excess glue through the punch and squeezing out the sides and the old cancel does not carry onto the piece. Still looks OK given all the use and abuse. Feel free to correct my assumptions or add to or change the story.

I believe used just once, then soaked and glued down to this album page. Now clipped from that mounting page.

Guess that would explain all the writing under the stamp. And it sounded like such an exciting life. Oh well back to boring.

I wonder if the misperf at upper left is actually a missing perf pin?

The perfin appears to be D & J /F, for D & J Fowler Ltd.
