No, these are not the stamps illustrated in Scott. There are differences but they share many similarities of design including The winged wheel. I am guessing that these are some type of fiscal related to railways, but do not know. Can anyone identify these for me?

This is taken from a Latvian Stamp Catalog from 1979 put out by the Latvian stamp dealer Stereo Stamps.

Here is a more detailed study of the stamps taken from Harry v. Hoffmann's authoritative work "Lettland, Handbuch Philtatlie und Postgeschichte, Die Briefmarken Teil II/III".

Very Helpful and Thank you. I suspected it was a revenue stamp but sometimes the line between a revenue stamp is pretty fine.
