FIRST-CLASS PACKAGE SERVICES (FCPS): On January 27, 2019 FCPS will change from a weight based pricing structure to a zone and weight based pricing structure.
Postal zones are based on the distance a package travels from origin to destination. A listing of zone locations by entry location can be found, https:// postcalc.usps.com/DomesticZoneChart
First class letters don't get tracking; they never have. Tracking is for parcels only. Anyone who has been putting tracking on letters and only paying letter rates has been underpaying and violating USPS regulations; they just haven't been caught.
