Since When Did USPS Charge First Class Rates By Zone?

I just got through shipping some stuff sold on ebay.

Two packages both weighing 3 ounces. Postage charged on first item was $3.09. Postage on second item was $2.76.

Confused, I looked at the labels. The first one said Zone 8 (California). The second one said Zone 5 (Virginia). Both shipped from Florida.

Is the post office now charging first class mail by zone? Has anybody else noticed this?

Yes they are.

FIRST-CLASS PACKAGE SERVICES (FCPS):
On January 27, 2019 FCPS will change from a weight based pricing structure to a zone and weight based pricing structure.

It was introduced with the rate increases that went into effect last month.

So I guess ebay considers shipped items with tracking as packages and not first class letters?

First class letters don't get tracking; they never have. Tracking is for parcels only. Anyone who has been putting tracking on letters and only paying letter rates has been underpaying and violating USPS regulations; they just haven't been caught.
