Probably it is not considered a true postage stamp ie Few if any were sold for payment of postage. The Royal wedding of 1981 generated lots of "stamps" most were overprinted with a country name and value. Some got further overprints for increase in value, to commemorate later events etc. they were also made in miniature sheets tete beche.
In my opinion you could make quite an interesting collection on the theme of the 1981 wedding of Prince Charles and Lady Diana Spencer, it would chart all sorts of philatelic low points, lazy design, overproduced key types, cynical salesman. The maximum number of glaring differences of one basic stamp type. The real rarity of such a collection would be a genuinely postally used specimen from 1981 on cover.

In the SG Stamp Catalogue Part 1 British Commonwealth v.1, 2000 ed. there is a note following the 1983 Bicentenary of Manned Flight issue.
"On 14 December 1983 four provisional surcharges, 1 d.50 on 1 d.25(SG No.439),1 d.50 on 1 d.25 (No.473), 2 d. on 1 d.25 (No.456) [the one shown above], and 2 d. on 1 d.10 (No.478), were issued in very limited quantities, there being, it is believed, no more than 600 complete complete sets (Price for set of 4 £110 mint)"
