First one is from City Hall of Tilos (an Aegean island ,occupied by Italy from 1912 to 1943) Second one (telegram form) was sent from Nisyros (one more Aegean island) to Rhodes.
The black seal on the official document head. receipt form (Telegraph ?) It is missing all the handstamps(torn out)There is a nice embossed seal in the paper.
