As best I can figure this is Travancore Scott O21 but the bottom right portion of the overprint is different from anything I have found in Scott Specialized. I believe it should be an S not an 8.
Anyone seen this before or do I have the wrong ID?
Thanks all for looking and commenting.

I think this is the ordinary variety. The right "S" is just a little overinked, which makes it look like a numeral "8".

Gibbons lists a few varieties for this overprint: entire overprint inverted, "O" inverted, left "S" inverted, and right "S" inverted. None of those on the 5 cash olive bistre with any watermark type are rare.

Similar examples of overprints.
Note the inverted S, and the "rounded O"
