Postes Canada...i believe they are cancelled at local distribution locations if they notice that the mail did not get cancelled by the main sorter.....way better than a pen or Sharpie.
Somehow
Canada Post has a problem with handling older lower denomination stamps.
Often I have been told by recipients that the stamps were not cancelled.
