I'm inclined to think this a revenue stamp, but the printing is so crude that I wonder whether it's even genuine. Seems rouletted and the paper is rather thin. Any help appreciated.

I don't think it is a revenue.

Hi.
EMaxim's stamp is listed in Yvert catalogue (#FP47,year 1887)as "fiscal-postal" : revenue stamp authorized for postage but on internal mail only.

Fakes ,cheaply made reproductions . The quality is not there to be called printers waste .

I like Perf12's idea: 1888 lithographed version. It's what I'd thought at first. But, the relatively poor quality image made me question its authenticity. Here's a scan of that same 3 Bolivares along with two others from the 1888 lithographed series. What do you think?

They are nice,like floortraders.The imperfs are printers waste.Now you mak ask if the rouletting is genuine;that is another story...

On second thought: Is it possible that my 3 Bolivares is printer's waste after all? That the rouletting is fraudulent? How could that be determined?
