And printer's waste, is it known at something other than rouletted 8?

Printers waste can be different things.
1)Defective printings
2)Surplus leftovers not rouletted.
3)Trial printings for color matching.
4)Forged rouletted & perfed on leftovers.

Thanks to you all, especially Perf12 and Vayolene. I'll regard my 3 Bolivares (at least for now) as a genuine example from the 1888 litho rouletted series.
