I've always thought the Pacific island nations have fascinating and well-designed stamps (with some notable exceptions, like the years Stamperija was the Solomon Islands philatelic agent.)
Off the top, I would include Tuvalu in the offenders category based on their participation in the Leaders of the World in the 1980s, followed by a huge number of topical stamps in the 2000s (such as Elvis, Diana, JFK, Scouts, Marilyn, Pope, etc) and many issues only available as souvenir sheets).
Despite philatelic transgressions of late, Solomon Islands are a favorite as they issued a great series of definitive sets between 1938 and 2001.
