Hi Agmas,
what you see is the remains of a wax crayon (red) designating the cover to which the stamp was affixed was REGISTERED

The postmaster crosses the cover with either a blue or red cross

I agree with Rod, the red smear was caused by a red crayon marking it as registered mail. The stamp was soaked off an envelope fading the red crayon marking on the stamp.

The cancellation on the following registered mail with red crayon is dated 1951, the same year your stamp was issued.
