Found a couple of 2 cent Postage Dues with an upside-down precancel from Rockford, Ill. Trying to figure out if these are J30s or J60s. Does anyone know if an upside-down precancel is sort of rare. Also, could someone tell me if the double lines are what they refer to as double water marked?

Upside down precancels are somewhat uncommon, but hardly rare.

The lines above and below the city in the precancel have nothing to do with a watermark. A watermark is a a security feature in the paper.

as it is perf-11, neither of your ID's is right. this Rockford 2cent invert catalogs 35c in the PSS classics catalog, normal is 10c
