Anyone have any idea who/what/when/why/where this "stamp" is?

I can't offer much help. However, the motif behind the socks looks very much like the the eagle of Germany's 10p-50pf definitives in the "Crown and Eagle" series of 1889-1900. That might give some indication of age and location of origin.

You do find some very esoteric material.
