Identifying A China Dr. Sun Yat-Sen All Red 5.00 Issue..........help Needed

Here is a 5.00 Dr. Sun Yat-Sen issue (Scotts type A-57)that is all red. While I can find several that are bi-colored, I cannot locate any of only red.

The overprint appears to make it for Northeastern Provinces, but that is just a guess.

Any guidance or direction in finding a home for this would sure be appreciated!

Thank you, that was my guess as well.

The thing that I question now is why an "all red" version was used here, and (to the best of my search) not as a regular China stamp?
