1918 Mexican Revenue... On Passport Page?

Picked this little item up at a show last week... Can anyone confirm this is a Mexican revenue on (I think) a passport page?

PS: I just took a close look at the background of the paper, and sure enough it says "UNITED STATES PASSPORT"... so I guess this is was for an American traveling to Mexico.

Will share it with you all anyway!

Were there actually passport-specific stamps? As a non-traveler, I am a bit stupid with anything passport related

Although interpreting "stamp" as a hand strike cancellation, Versus a paper "stamp"
I have some example of stamps on a Turkish Visa.

I thought I had examples of Australian Passport departure Tax stamps, but dashed if I could locate them.

Yours may be a sub-designation "Visa Stamp" revenue ? or "consular" revenue?

Interesting. There was some serious disagreement between Mexico and the U.S.A. In 1918. And, apparently there was some encouragement of this from Germany.

If you Google "Neville Ranch Raid" and "Battle of Ambos Nogales" you'll get the details.
