No, not with the negative "5"s in the corners. This is an essay by Toppan, Carpenter & Co. Various colors exist.

Somebody with a Brazer catalog can probably identify this better. Looks to be 67-E3a if it is on proof paper.

Currently listed in the Scott Catalogue as 67-E3. Without seeing it in person I would guess that it is 67-E3a, listed as Die 1 on proof paper printed through a mat. This is essentially a 1903 reprint made by Schernikow and was not made contemporaneously to the 1861 issue. Current Scott Catalogue value for that listing is $125.00.
