Train Late / Paid All On Postcard

I hoping someone can help me tease this apart. I picked up a neat postal card, sent from Russia to Chicago in 1896. It has two auxiliary markings right on top of each other: Train Late/Mail Delayed and PAID ALL. One is New York, the other Chicago. I can't really tell which dial goes with which. I'd also like to know what Paid All (and the A) indicates.

What say you?

New York, Paid/A/All, and the B at the top go together and was applied when the card first came under control of the US Post Office Department.

Chicago and Train Late/3/Mail Delayed go together and was applied there.

Both marks are fairly common.

Here is a Chicago marking with a different arrangement of the wording, but same intent:

Did "Paid All" indicate that the correct postage had been applied by the sender?
