Which Canada 362i plate number 4 plate block is different than all of the others and why?

jogil, You might as well tell us. Guessing games lead to a lot of misinformation and disinformation, which take more time and effort to correct than providing full information up-front. Just my 2 cents.

Gilles le timbre: 362 is horizontal ribbed paper with plates 1-3 and 362i is vertical ribbed paper with plate 4
John Becker: The perforations are what should be looked at more closely.

Correct.The upper right plate block has different perforations which gauge 11.94 while the other plate blocks gauge 11.85

Plates 1-3 regularly gauge 11.94 and have horizontal ribbed paper and are found with all four plate block corners.

Plate 4 regularly gauges 11.85 and has vertical ribbed paper and is found with all four plate block corners.

The rare intermediate plate 4 gauges 11.94 and has vertical ribbed paper. It is only found with upper right plate block corner.
