Are These Chinese Revenue Stamps?

Came across these while working on my Chinese Stamps and am having trouble determining what they are. I suspect they might be fiscal stamps. Any ideas?

All are cigarette/tobacco revenue stamps for Jiangsu Province of China, except for the 3rd picture which is for Zhejiang Province.

The first 2 stamps are dated Sep1925 and Aug1925, respectively.

You are welcome. Yes, they would not be listed in Scott. In general, Scott will only list WW revenues if they were also valid for postal use.
