Another new one from same seller.
Interesting in that it only claims to be an "RB9", not an RB9a (violet paper, SCV $3,500) or RB9b (green paper, SCV $12,500). There is no "RB9" catalogue number in Scott.
However, it is priced most definitely as an RB9b. Per the image, the paper has a slightly greenish hue, however anyone familiar with the 1st Issue Proprietaries knows that there is a so-called "intermediate paper" which can have a greenish appearance, but for valuation purposes falls under the category of violet paper. Exact wording from Scott:

To my eye, the paper of the stamp in question is not green enough to be an RB9b. I would not touch this stamp as an RB9b without a cert under any circumstances. Now, if seller is willing to effectively take realistic RB9a money for it, that's a different matter... but that's not what the asking price indicates.
