Google Maps can seem to locate this town or post office. It will find a Loen and a Nordfjord, but they don't seem to be the same place.

Can anyone locate the place where this stamp received its cancel?

According to Wikipedia Loen is a village in the Nordfjord region

It appears then that NordFjord is a larger geographical entity corresponding to a state as in U.S. cancels, i.e. Atlanta, Georgia?

I don't think so.
Nordfjord is a geographical entity but not an administrative division of Norway.
Norway is divided into counties,and Loen is located in Sogn og Fjordane county.
"Loen I Nordfjord" is nothing but the complete name of that little town

Vayolene has it all correct.

Sometimes a place name is followed by the name of the valley or region where a place it, simply to make it easier to understand where this tiny place is. Example given this example: Most people in Norway doesn't even know Loen, but most know about Nordfjord.
Other times similar names of a district is added if there are two places with identical place names, simply to identify which one it is, but in this example there is only one "Loen", so no need to seperate it from another 'Loen'...
